IEEE 802.1Q tunneling (QinQ tunneling) uses a single Service Provider VLAN (SPVLAN) for customers who have multiple VLANs.
QinQ tunneling expands VLAN space by using a VLAN-in-VLAN hierarchy, preserving the customer's original tagged packets, and adding SPVLAN tags to each frame (also called double tagging).
At SW 1 and SW4
1. Configure access mode
Console(config)#interface ethernet 1/1 Console(config-if)#switchport mode access Console(config-if)#switchport native vlan 2 Console(config-if)#switchport allowed vlan remove 1
2. Configure trunk mode
Console(config)#interface ethernet 1/9 Console(config-if)#switchport mode trunk Console(config-if)#switchport allowed vlan add 2 tagged Console(config-if)#switchport allowed vlan remove 1
At SW2 and SW3
1. Enable QinQ
Console(config)#dot1q-tunnel system-tunnel-control
2. Configure Q-in-Q access port
Console(config)interface ethernet 1/1 Console(config-if)#switchport allowed vlan add 20 untagged Console(config-if)#switchport native vlan 20 Console(config-if)#switchport allowed vlan remove 1 Console(config-if)#switchport dot1q-tunnel mode access
3. Configure Q-in-Q uplink port

Check the status on the switch
